With the complete coverage of 4G mobile and breaking bottlenecks of narrow bandwidth,video surveillance system turns toward higher definition, more intelligent and mobile. This paper proposes a design and implementation of video surveillance and postioning sysrem which takes advantage of 4G without geographical restrictions and H.264 compression and combines some technologies including TI(Texas Instrument) Davinci CodecEngine,Gstreamer multimedia framework and embedded Linux application development.Finally, this paper studies carefully TLD tracking algorithm and puts foward a method of improving real-time performance and realizing multi-target tracking based TLD tracking algorithm.This paper proposes a method of video surveillance systems based on TI DM3730 processor and 4G wireless transmission and then TLD algorithm framework is improved and transplanted to the embedded platform. The system follows TI Davinci technology to achieve embedded hardware circuit design and software developing in Linux and Windows system.Firstly, DM3730 processor is used as core processorr in experimental hardware platform, then embedded Linux kernel and its device drivers was transplanted to the DM3730 hardware platform. DVSDK4.09 provides development components named DVSDK4.09 which builds Codec Engine Codec Engine Architecture for developer,and then develop Beidou/GPS position and video tansmission applications which run in Embedded software platform for getting a positioning data and capturing, coding by H.264 and transmissing through RTP protocol network.Meanwhile, server software receives and displays postion via Google Maps by UDP protocol and Gstreamer plug-in technology to receive and use the RTP protocol packet format to display video information. Lastly,paper puts foward a method to improve the perfomance of TLD algorithm and adopts multi-threading mechanism to achieve tracking multiple objects.In the end, the paper analyzes the advantages and disadvantages of work.At the same time some improvements and prospects are put forward for later work.In this research,main work is composed of following four aspects:(1)hardware platform based DM3730 processor is designed and achieved for video sureillance,and Davinci software development environment is build on DVSDK4.09.(2) In the embedded mobile terminal,such as transplanting embedded Linux operating system kernel, Configuring peripheral driver,transplantating 4G module port dialer,BeiDou/GPS position locating ,capuring camera video,compressing videos by H.264 and transmissing to the server through RTP protocol in 4G network.(3)According to the server side, GStreamer multi-media framework plug-in technology is used to realize decode RTP data video stream and display of video interface . (4)Lastly an optimization method is brought forward to improve real-time performance basd on algorithm TLD and transplanted to the embedded platform to test real-time tracking performance,then sureillance system interface which is based on C# in Visual Studio 2008 is developed to show a real-time position and video data.
