The radio spectrum resources are very scarce with the rapid development and a wide variety of communication these years. Cognitive radio technology which can make more fully utilized of the spectrum resources emerges in order to make good use of them. As the basic model of game theory can solve the decision problem between multiple or a few participants which means a game participant decision-making is related to the interests of other participants, this paper focuses on the basic model of game theory applied to cognitive radio spectrum allocation and power control.The cognitive radio spectrum allocation based on multiple authorized users of game theory in order to solve the problem of the shortage of radio spectrum resources in radio system and better use the free band of authorized users is described. Spectrum allocation algorithm of iterative derivative is improved which can quickly achieve rapid Nash equilibrium error and has a shorter period compared with conventional linear iterative algorithm in the same iteration. This paper analyzes the problem of multiple frequency bands allocated authorized users as an improvement in order to better analyze the spectrum allocation problem.Finally, to solve that the transmit power of cognitive users is too big, analyze the multi-step power control based on Game Theory in Cognitive Radio. To avoid solving complex nonlinear equations in power strategies,modified a power balance iterative algorithm based on game theory. cognitive users established a power control strategy to maximize the benefits, and gives best signal to interference ratio three steps of power control strategy: get a best signal to interference ratio through iterative solutions, then solve the cognitive users' signal power reaching the base station, with the best signal to interference ratio as the target, and finally solve power cognitive users' control strategy reaching the base station according to a signal, using the balanced power iterations. Experiments show that the algorithm allows the cognitive users to get a maximized utility function,a better system throughput.
