Under the influence of multiple factors such as governmental energy strategy,economic development and environmental protection,the import of Liquefied Natural Gas(LNG)has been increasing rapidly.China has become the third largest importer of LNG.With the increase in LNG transport,the construction of new ports and the operation of more LNG carriers,there is a higher accident probability for LNG carriers.Hence,an effective monitoring system is urgently needed so as to sustain the development of LNG ports.With the aid of the monitoring system,the managers of the LNG port can better control the LNG carriers and surrounding environment.With a stronger ability to deal with the emergency,the managers of LNG port can protect the life and property of those people concerned more effectively in the event of accident.In order to identify the flaws in the existing monitoring system and monitor the LNG port more effectively,this paper has analyzed the features of LNG carriers' accidents and the functions of the existing monitoring system.The monitoring system is capable of monitoring the factors which may result in an accident,thus reducing the accident probability and relevant loss as well as improving the port's ability to prevent the accident.By taking the safety facilities as well as the requirement for entry,departure,loading and unloading into consideration,this paper has analyzed the business demand of the port.The structure and functions of the existing monitoring system for the LNG port are also analyzed.Moreover,this paper has compared the functions of the monitoring system and the J-Marine GIS ship monitoring system of Ocean University of Tokyo.At the same time,the accident records of LNG ships are collected,the cross table analysis method and the grey relational analysis method are used to study the characteristics and causes of the accident,and the accident prone links in LNG ship operation are found out.By the comparison of the domestic and foreign monitoring system and accident analysis,this paper puts forward the improvement measures of the function of the ship safety monitoring system for LNG port,and improves the LNG port monitoring.The existing monitoring system has the advantages of stable operation.It can realize the real-time dynamic monitoring of LNG port.By reducing the collision probability in the waters monitored,it can ensure the safety of those LNG carriers in the port.It is found the accident of LNG carrier is most likely to occur during the loading and unloading.It is also likely to happen during the operation of berthing and unberthing.The loading and unloading have involved complicated and numerous procedures related to the valve,pipeline and equipment in the ship and port.It has also required the close cooperation between those personnel in the ship and port.Therefore,it has involved a high accident risk.Because of the great traffic flow during operation of berthing and unberthing,the ship collision is quite likely to happen.Among those LNG accidents,the leakage of LNG will cause the most serious loss.Hence,great efforts should be made to prevent such accidents.To conclude,the safety monitoring system can satisfy the business requirement of LNG port,improve the safety of LNG carriers and port as well as reduce the economic loss.
