Design And Implementation Of Operation Management System For The Mobile Emergency Platform

In recent years,with the rapid development of society,unexpected emergencies have occurred frequently.The natural and technological elements besides with human factors make the site of accident happen randomly and the wire and wireless communication line could just cover finite areas.So the several former reasons make ground communication network break down sometimes when fatal or catastrophic events happen.In this context,the mobile emergency platform is proposed as one important part of national emergency system.The platform aims at improving the effectiveness of communication in emergent situation,which can reach the spot as quickly as possible to establish a communication link,and provide a powerful support for the command and relief work.Nowadays different kinds of equipment have been used in mobile emergency platform,with different interfaces and non-unified operation software.So it's necessary to design one operation management system so as to conduct a comprehensive monitoring and management for all the mobile emergency platforms.This paper designs and implements an operation management system for the mobile emergency platform in province X.The main contents of this paper are as follows:(1)This paper gives a summarization of the research status of the emergency platform.It then presents the demand analysis report of the platform's operation and management based on the former status research and the study of the demands according to an emergency office of X province.(2)This paper conducts an operation and management overall designing of the mobile emergency platform according to the demands of emergency affairs at the county level for the system,the frame of the overall national public emergency arranged planning and the requests of tech-standard of emergency command system.And then gives a specific elaboration of the designing principles,mode and scheme for the realization of systematic technology,taking the standard of X province emergency platform system into consideration.(3)This paper realizes the wholly command to the hardware of the mobile emergency platform through SNMP protocol.This paper designs and realizes several modules to meet the needs of users for the mobile emergency platform,these modules are link status,video session,system maintenance,system management and system database module.(4)This paper makes a test for the operation and management system through relevant testing methods according to the testing standard of the software.The test proves that the operation and management system can finish the testes of information collection,sound and video transmission,business disposition and so on,ensuring the successful command of the emergencies.Currently,the research and development of the system has finished and has been applied to most districts of X province,which have improved the reaction speed,reduced the damage to the society brought by emergencies,brought much social benefits.The results proves that the operation and management system designed in this paper can improve the efficiency of the mobile emergency platform and meet needs of daily business work.
