Radio spectrum contains a huge economic and social value.With the progress of science and technology,a large number of new business and new technologies based on radio emerged.People have more and more demand for radio.In the survey,we found the phenomenon of unauthorized occupation of spectrum resources,due to the lack of radio area management,the spectrum efficiency is poor,not only leads to the waste of spectrum resources,but also forces the country to increase investment in equipment and use the higher technology to use higher frequency band.With the advance of the decentralization policy of the government,people supported the spectrum resources to the market,the spectrum resources as a commodity,how to maximum its value,Make people well-being,which requires spectrum management more humanization,higher efficiency and automation.With the rise of "broadband China" as a national strategy,the country has paid more attention to the management of spectrum resources,the demand for the spectrum of the inventory and audit work is growing,but also the daily supervision of the radio station,all of that is based on the spectrum monitoring,talking about the spectrum management without spectrum monitoring is impossible.And China's complex geographical conditions determine that spectrum monitoring is complex,how to simplify the workload and improve the efficiency of the spectrum monitoring makes workers headaches.With the development of technology and studying open source projects,it is possible to make signal analyzer interface unified and support LAN protocol.The development of virtual instrument technology make remote controlling and operating the instrument come true.The rapid development of big data technology based on cloud technology,a large amount of data stored in the cloud becomes possible,with lower cost,higher efficiency and transparency.A large amount of data makes the spectrum accurate prediction and management become possible.At present,due to the lack of effective spectrum management,the spectrum utilization low,if it can be assigned to the users who need to use the spectrum band,it can improve the utilization of spectrum.Using effective spectrum prediction algorithm to calculate the idle spectrum band,the user can apply for using the idle spectrum band according the result,which can solve the contradiction between the demand and resources.The rise of the mobile Internet,spectrum monitoring personnel can monitor the spectrumalways and everywhere,spectrum management personnel can get more information in the process of mobile law enforcement.This system includes data acquisition,data processing,data transmission and data display.The computer and spectrum analyzer are connected by LAN protocol,which can realize remote controlling,and through the virtual instrument software Lab VIEW to control the instrument,collect and process the collected data and store the intermediate results in the database,the Android terminal accesses to the WEB server,get the data in the database and display it on the display screen.
