With the rapid development of the Internet, the Web service provider has been developing more and more Web services, so Web Service Consumer can choose a large number of functionally similar Web services. Consumers have paid attention to not only the business logic of Web service, but also the quality of QoS. And how to choose services met the user personalized demand is one of the subjects which have been widely studied by researchers.Through in-depth research and analysis of existing evaluation methods for Web services,it is found that these methods are only based on Web service QoS parameters. In order to further improve the accuracy of evaluation of the quality of service, a method for Web Service quality evaluation based on usage information is proposed, which considered the user personalized demand in this paper. Firstly, usage information for each service is get from a Web service mediation server logs, then evaluation concept tree is established for each Web service by usage information after the data pre-processing. Each node of the evaluation concept tree is a evaluation factor,it is easy to find a path which meet the individual needs factors in the evaluation concept tree, and to get the weight of each evaluation factor. Finally, evaluation results of each service are solved. This paper also proposes optimization weight calculating algorithm of service concept tree based on prior knowledge of experts, the algorithm mainly combines with prior knowledge of experts and machine learning methods. Finally, the feasibility of the service quality evaluation method is proved theoretically. The experiment shows that the Web services quality evaluation method improves the accuracy of Web service evaluation.
