With the rapid development of meteorological data file formation,data analysis technology,GIS(Geographic Information System)engine and VPN(Virtual Private Network)technology,the multi-user sharing and editing weather forecast data based on data synchronization engine is now the research hotspot,becoming important trend of weather forecasting development.In this paper,we introduce a collaborative platform for weather forecasting which is a kind of application of GIS for multi-users to real-time editing weather data of multiple data sources.The collaborative platform for weather forecasting is mainly to provide synergistic convenience for meteorological forecasting,and to improve the efficiency of collaboration among personnel without changing the existing weather forecasting edit process.The platform is equipped with aesthetic interface,easy to operate and function-oriented.The map-sharing editing window to improve consistency between users at all levels of forecasting conclusions.Moreover,it introduced voice and text chats similar to QQ for better communication,changing the traditional one-way up-and-down mode in weather forecast operating.The detailed demands of the system are explored in the beginning of the project,we often have meetings to discuss Business demands with customers,inviting experts to conduct design review of the platform,all these means in the early stages are to ensure consistence of demands and user ideas.And in the process,the author do detail researches on different technologies that meet the system demands to ensure this technicalarchitecture is feasible,such as:.Net Framework,Windows Communication Foundation,GIS application and XML file resolution etc.On this basis,the platform has done a reasonable user role division.There are three major categories of users: system administrators,provincial users,municipal users.Sub-categories under provincial and municipal users are designed according to different positions,including short-term,long-term forecast department etc.,also the related menus and functions.The overall function of the four major modules: system management,the weather forecast for collaboration,the disaster alarm for coordination work and statistical testing.the modules of system management include user management,logs management of user login,menu management and role management etc.The collaborative edit for weather forecast can support both grid data format and station data.format.The collaborative publishment for disaster alarm provide the function of region selection which can select both cities and counties.statistical testing use statistical indicators which include mean squared error and mean absolute deviation to estimate the effect of weather forecasting.
