With the wide application of information technology, many industries in the traditional mode have changed. With the rapid development of enterprise IT system, the enterprise more and more rely on a variety of information systems support. The development and popularization of information technology and network technology led their information system which is related to daily operation of the company management came to the forefront of the times.Technical Training Management System Project(TTM)aims at building a good IT system which combined trainer management, training course management, training documents management, trainee management, question pool management and certification management functions for a world famous automotive company BMW Brilliance Auto.In this business department,BMW training department, the existing management model is largely based on human performance, broken, unmanageability, and inefficient. As one of the fortune top 100 companies, large quantity of employees make scheduling difficult, which also leads to the difficulty of interacting because of different locations for different roles. In addition, the amount of material that needed to be managed is large, which leads to information security concerns.Trainers, training courses and training documents are important parts of the management of BMW's training department. The number of people who sign up for certification exams every year in the training department is growing fast. All this suggests that BMW Brilliance urgently needs a system for its department business management.Without doubts, the establishment of the management system will greatly save time management, improve the efficiency of communication, optimize the management process,to ensure that information can flow accurately, and can make office way more green. The purpose of this paper is to analyze all the detail and process since Technical Training Management System project begins.Basically it covers all the basic steps and process which are needed for developing a system. At the same time, this paper focuses on system requirement analysis, system design and implementation those three core blocks. The technical training management system is designed to make the training department of the enterprise more systematized, standardized, automated and streamlined. On the one hand,we should meet the relevant policies and regulations in the context of the enterprise, and on the other hand,we should solve the practical problems that employees facing. In the process of project, the team can make full use of the resource in the project phase, plan before,to ensure project schedule in an orderly way,and strictly comply with the BMW internal ITPM process.Team member should also deliver on time.We would like to create a powerful and comprehensive network platform for business personnel and future user. This paper research on the process oriented approach. The user of the system will be a non-IT technician, and the system adopts the B/S architecture, which is characterized simplely and flexible operation. The database platform in the background uses the Oracle database. This choice of the database platform will not only take into account about information security, but also meet the important requirements of management. There is no doubt that the Oracle database can meet these two key requirements.Including trainer management, training management, training document management, trainee management, question pool management, certification management and user management those main function modules design will be added. For the platform function module's coding effort, the development tool eclipse will be adopted. After the final development, the system also performed functional testing and performance testing, and delivered a satisfactory answer in the test.
