In the modern information society, the application of portable handheld terminal is getting more extensive. The functional requirements of these portable handheld devices are increased, whereas a simple function of the equipment is unable to meet the needs of users. The use of handheld terminal is also growing in the safe city construction and public security law enforcement, and in other special application of the sea surveillance has been getting popular. In this thesis,an observing system for target positioning at day and night is designed, which uses the CCD camera of visible light imaging and the input of the thermal imaging detector using infrared imaging. In the daytime, when the light is enough, the imaging system will be switched to the CCD imaging;while in the case of the night or the light is not good enough, the imaging system will be switched to thermal imaging.Among them, thermal imaging is the use of the infrared radiation emitted by the scene to be imaged, with good concealment, suitable for military reconnaissance. The system integrates GPS/BD2 positioning function in our country can be located by the two generation of Beidou satellite positioning system;the integrated electronic compass function can obtain information about the location of the observer range;the system is integrated with laser rangefinder function, which can point to the object between the observer and the measured distance of object information. The whole system is powered by 18650 lithium battery, which can guarantee the continuous working time of the system, and also has the function of electric quantity detection.By processing the measured data through the core processor TMS320DM368,the coordinate information of the target can be calculated. The circuit of the system can input video decoding and encoding operation to achieve a series of recording and filming for user analysis and evidence collection.
