Research On Planning Process Management Of Video Comference System Upgrade And Regeneration Project In Nanning City

Video conference system is one of the important part of government information construction which using modern information technology.It can help government reduce office costs and improve the.efficiency of administrative work.But there are some problems happened when constructing video conference system,such as project scope is not clear,construction funds are not in place in time,financial management is not standardized,the construction time extended and project quality is poor.These problems will cause the waste of government fund and social resource.First,this paper analyzes problem existing in video conference system construction project management of government department,and propose a general idea to strengthen the planning progress.The idea focuses on the four core knowledge domains of project management,which include scope,time,cost and quality.Then this paper probes into the workflow and management mode of the video conference system upgrading and regeneration project in Nanning city,and examining the project by SWOT method and develops project strategy.This paper mainly research on how to effectively carry out project management activities of the planning process in the scope,schedule,cost and quality.Methods such as observation are used to requirement analysis,product analysis technology is used to prepare scope statement,and WBS is used to decompose the project.These activities not only help to clear project objectives and scope of work,but also help to laying the foundation for promoting the project plan and guiding the implementation of the project.This paper assigns project tasks by the responsibility assignment matrix,and develops a project schedule by milepost plan and Gantt chart,which help project participants to the division of labor and strengthen the supervision and control of project progress.Project investment is estimated by analogy method and scale estimation method,project construction fund is financed according to the standard procedure,and the payment plan is made according to the project stage.All of these have contributed to make the correct investment decisions and create favorable conditions for the construction of the project.Brainstorming,cause and effect diagram and quality check tables are adopted in quality management,these methods are conducive to strengthen the quality supervision and inspection results,and ensure the good quality from the source.Lastly,this paper analyze the possible scope,schedule,cost and quality management issues in planning process,then propose a series of safeguard measures which ensure the smooth implementation of the planning process management.The research shows that managing the planning process of the project scientifically,reasonably and effectively is the basis for achieving project goals and ensuring the success of the project.In this paper,the practice of planning process management for a unit of video conference system upgrading and reconstruction project in Nanning City,which can provide theoretical reference and factual basis for the construction and management of other similar projects in the government departments.
