With the improvement of comprehensive national strength,technology and economy,China transportation has becoming a significant condition increasingly for the dramatically development of Chinese,highway transportation facilities as the basis for one of the main economic development,more and more attention.Highway mileage of growth year after year,fee-based businesses have become increasingly complex,non-normal charge is gradually increasing,in order to improve the collection of business management and improve the efficiency of charge,stop running,take and drain closed,highway toll services computer information processing system has become an only way which must be passed.ETC(Electronic Toll Collection),called,electronic toll collection system means the vehicle through the toll station,a vehicle identified by the vehicle-mounted device,information is written(entrance)and automatically deducted from the IC card or bank account pre-bound corresponding funds(exports),is an internationally are trying to develop and promote the popularization of electronic toll system for road,bridge and tunnel.This charging system takes less than two seconds per vehicle fee,the fee channel capacity is 5-10 times more artificial toll lanes,the real information collection,processing,storage,classification,statistics,query,computerized transmission.In services,the general function of the standard of the highway make the highway to become more efficient,smooth artificial processing cost also is able to fell sharply.The main technical principles ETC system is the application of radio frequency recognition technology to complete the roadside fixed base stations(toll)Automatic identification of moving objects(vehicle),and through two-way wireless data communication between the two,the exchange of data about the charges,then charging data processing(settlement,clearing grading)through a computer network,enabling automatic toll collection process.With this technology,making the passing vehicles through toll plazas without stopping being able to achieve automatic toll collection.Due to the need for manual intervention for Free,free cash handling needs,we need free parking,thus saving the manpower and resources to enhance the capacity of toll plazas,and effectively reduce the vehicle repeatedly parking/idle with fuel consumption and emissions generated,saving energy consumption,enhance environmental quality,it is the trend and direction of the twenty-first century intelligent transportation electronic toll technology.According to the actual Liaoning province expressway management,the Liaoning highway electronic toll collection system needs urgent problem has been analyzed and explored.To achieve the whole system function and structure,a comprehensive database schema designs has been realized.The B/S system architecture and the J2EE technology development program has been applied in the development.With the idea of data processing and database,the highway electronic toll collection system,based on MVC platform,includes database,application server and the development kit.Its successful trial operation can let Liaoning province expressway management manage their electronic toll collection more scientifically and accurately.This not only means the Liaoning province expressway management meet the requirements of transport agency supervision and regulation department and improve the electronic toll collection ability,but also improves the efficiency of the electronic toll collection.
