Higher standards have been raised by more and more countries as the development of global economy and the advancement of society.But according to statistics,there are still millions of people who died because of work-related injuries.To all kinds of industries,it is still an austere challenge that how to reduce this number.The contingency and complexity are the most important reasons that why it is so hard to predict and prevent the serious accidents to the companies,even though they have invested so much into the safety infrastructures and established plenty of safety controlling systems.The integrated model presented in this paper,establishes a new data-based safety management system which combines the Risk Assessment Management System,Incident Database System and Audit Management System.This model is built on the foundation of risk assessment based initial data which will be continuously corrected and improved by the data of accumulated incidents and audit findings.This model can help to set the corrective actions by analyzing the trend of accidents as long as help the company to control risks by actively correcting the risk assessment.The research in this paper has proved that there is possibility to build up an integrated system by quantifying different aspects of safety management system instead of operating all different system separately.And this system can also take advantage of the rapidly developed information technology to establish a self-correcting safety management system at the very beginning of production phase for companies.This paper takes some wind power company for instance to test and prove the effectiveness of how can this model help companies build up risks based safety management system under the situation of lacking history data,how can this model help companies set up clearly target based safety management policy,and how can this model help companies reduce the cost of safety management.
