Every year, the State introduced a series of new tax policy. In order to perform tax laws effectively and collect tax efficiently,the tax department often need to arrange staff to learn new tax policies and organize all kinds of examinations for staff.However, the traditional method is not only a waste of a large number of outlay, but also efficiency is relatively low. With the rapid development of modern wireless technologies and intelligent terminals 3G / 4G, it is necessary to develop a learning and examination system for Dali Prefecture Local Taxation Bureau.Before this, there was the PC side of the examination system for Dali Prefecture Local Taxation Bureau. Nowadays, even in the nation's tax system,the learning and test system that based on the mobile side is uncommon.For this situation, I will make a thorough inquiry how to design and complete mobile learning and test system,hat based on the Android platform in this article. This paper is divided into six parts.Those are introduction, overview of system-related technologies, system analysis,system design, system implementation and testing, summary and outlook. Technically,the study and examination system for cadres of Dali Prefecture Local Taxation Bureau cadres is based on open-source Android platform.In addition,Java language is used for development and implementation,MVC is used for design patterns,database management software uses My SQL. And technology architecture uses a mixed mode C / S and B / S. Users can use computers and mobile terminals to log system.This paper introduces the background and significance of the project, and introduced current research, technology and then describes some of the characteristics associated with the system. According to the results of the needs analysis study,the users that need mobile learning and examination system of Dali Prefecture Local Taxation Bureau is divided into three roles: system administrator, administrator and general staff users. And the client's design is the most important. Under the guidanceof systems analysis, user management, unit management, resource management,performance management and system design are implemented at the server. Achieve online learning, synchronous self-test exercises and examination are achieved in the client. Throughout the project, the main task is to design and implement Android applications and back-end server.
