Due to many factors, in China, the situation of “difficult and expensive to see a doctor” is still the common problems existing in the current society, the problem is due to the high cost of medical treatment, causing people to bear the further reflects for the shortage of high-quality medical resources and utilization. Because of the low of existing medical efficiency, it often leads to patients should face the registration and queuing which will cause the contradiction between doctors and patients, and which even directly leads to the appearance of “hospital cattle” in this industry, so the current hospital process must be further optimized, and the continuous improvement should be based on improving the level of hospital services to settle problems in human and material losses caused by medical treatment, what's more, this can prevent patients from illness caused by medical treatment which is not timely. In view of this, all of the people in China almost from the government management to the ordinary people are trying to find measures to solve the problem of “difficult and expensive to see a doctor', as medical personnel, we have must be responsible to this situation to improve the efficiency of health care through a variety of ways, reducing the trouble and offering more convenient for people. At the same time, with the rapid and healthy development of our country's medical field, in the background of increasing level of medical treatment, the national consciousness was enhanced significantly, which expanded the comprehensive operation of the hospital to a certain extent, but also bring significant pressure for all levels in Hospital's Charge Department. Therefore, how to improve the level of comprehensive management in hospital, and bring the whole hospita into the same management system is the considered problem, and it also the important part of the development for the hospital's modernization. At the same time, some hospitals in our country has taken measures to reform and innovation of relative outpatient service, to adapt to business needs, and therefore, the hospital should be redesigned in order to achieve the modernization of the charging system, charging work efficiency and high level.This article from the perspective of the hospital charge system, and realized it through “information system of hospital design”, whcih uses C/S structure, Power Builder database, based on the theory of collection of hospital specific requirements, combined with the hospital integrated with the original system, and according to the current situation of the design of each module, which has perfect the functional requirements of the system. In order to realize the normal operation of each module interface, and to improve the structure and function of database and charging system's design for passing the test, the charge sign test, refund test scientific and reasonable model of hospital charges system. Through the test of the system, it also shows that this system not only meets the basic needs of our hospital, but also to achieve the design target, providing efficient and convenient for the charge management in our hospital. At the same time, the system proves that the system has reasonable structure, mature technology, stable operation, no significant loopholes, and good safety performance. The future of the hospital charge management system will be more and more mature, with the continuous optimization on continuous application and new technology, to enhance the efficiency of action will gradually highlight, which can further improve the quality of service patients, enhance the ability to protect the rights of patients, it is very important for the doctor-patient relationship as well as the value to solve “difficult and expensive to see a doctor”.
