After 10 years of construction investment, Road infrastructure construction in Guangdong has been an unprecedented development. Well versed in the province, radiation municipal highway backbone has basically completed. The highway network is increasingly showing its scale benefit and social benefit. In 2014, the expressway networking toll in Guangdong will become "a net", which means the highway development entered the new era of network. However, at the same time, networking toll work steadily also brought new problems, such as ambiguous routes, against evasion tolls, Integration with the national standard, etc.This paper was finished by the background of the provincial networking toll reform project. Main purpose of this project is to design a set of match with the provincial networking requirements of artificial charge lane program. The program is based on the new demand of the whole province connected to the Internet, on the basis of the original charge lane program design innovation, optimize the highway charge system, increasing the charging rate. Implements the following functions:1. According to the functional requirements of the provincial networking, this article analysed and designed by the sequence diagram, flow diagram, using case diagram one by one, to ensure the program processes was suitable to the provincial networking. 2. Use a new way of data storage, to solve the problem of low efficiency with the original data storage way.3. In this paper, I used the RFID to identify the path of the veicles, which was replaced the stopped-identification in the past.4. This paper USES the new rate calculation. It changed from the original fixed entrance rate exhaustive search way to piecewise stack charges according to the vehicle behavior route.At present, the new lane toll collection program has been put into use. It fully meets the provincial networking toll mode of toll lane program requirements and improves the operational efficiency of the highway toll collection system in Guangdong province.
