artificial weather modification command system has played a crucial role in the whole process of artificial weather modification operations'scientificness and effectiveness,and has provided a strong technical support for weather modification to play a greater role in rainfall,hail,anti-fogging and so on.Weather modification(referred to as"??")refers to the realization of rainfall,hail and the impact on local atmospheric cloud physical process by way of human intervention under appropriate conditions to avert or mitigate meteorological disasters and rationally exploit climatic resources.The prominent role of artificial weather modification operations in disaster preparedness and mitigation has been more and more obvious. There are two reasons. First, with the dramatic changes of the global climate, more frequent meteorological disasters occurred. Meteorological disasters have caused great threat on economic and social development and people's normal life. In recent years, earthquakes, floods, droughts, typhoons and other natural disasters have brought great losses to the people's economic and social development. On the other hand, with increasing improvement of economic levels, urbanization goes faster and population density in cities increases, which makes the scope and extent of the damaging effects of weather disasters increase every year. Therefore, weather modification is a very important project. The development of artificial weather admit no delay. Currently, the linkage degree of artificial modification weather systems and radar station operations and other real-time weather data receiving equipment and operational strength not high enough. the paper conducted research on the issue, and finally completed the command system.The command system which this paper proposed and implemented can be linked to radar operations, can receive radar data, and then convert to layer to enter the database. Which show a clear visual format to the policy makers at the interface. decision-makers to facilitate command decisions. At the same time, the system provides command functions for ground operations, which makes the command and operations more timely and effective.This paper first introduces the research background and significance of artificial weather modification operations, and then analyzes the relevant technology and development status at home and abroad for artificial weather modification operations.The related technology of the command operation is analyzed, the feasibility and correctness of the chosen route and technology is demonstrated. This paper regards software engineering as a guiding ideology, starts work respectively from three aspects including requirements analysis, system design and system achievement, and ultimately finishes the operation command system. The system includes six modules: a user logs on, system layer, layer of meteorological data, radar data transmission, operating point, ground operations command.
