In recent years,island has always been an important part of China's protection and development in military and economic fields.Since the reform and opening up,China's island has made considerable progress in the defense and economic development,but it is still worse than the coastal city.In response to the country's call,the CSSC Systems Engineering Research Institute proposed the "Smart Ocean",which is designed to make full use of information systems in the system of adhesives and multipliers.Through information sharing and wisdom value creation,further enhance the information level of the Marine industry in China,promote the technical innovation and transformation of Marine industry,and improve the ability of running the ocean in China."Smart Ocean" program can be summarized as "four horizontal and two vertical"."Four horizontal" refers to the perception layer,the transport layer,the network space layer,the application layer all-round development.The "two vertical" is the continuous improvement of the information security system and the policy and regulation system.Among them,the development of the transport layer has played a vital role,it is the corner stone of the development of the “smart ocean program”.Therefore,it is of great significance to develop the communication technology of the sea and island.At the present stage,the communication of island is mainly dependent on satellite communication technology.This is because the establishment of cable networks on the island,such as submarine cable,is time-consuming and very difficult.The satellite communications technology has the advantages of strong adaptability and convenience to arrange and install.But there are also many problems in the development of satellite communication technology,the service for users is not friendly,the terminal price of satellite communication is expensive,communication costs are also high.And satellite communication terminal function is single,satellite service company for the user's attention is far less than the smart phone manufacturers.Therefore,this paper will mainly study on a kind of small island wireless communication system which can be used by the mobile phone users.Small island wireless communication system which based on satellite communications via satellite communication access to the Internet,through the wireless LAN to achieve the smartphone access to the Internet function,at the same time,the system also through the VoIP(Voice over Internet Protocol)gateway,to achieve the function of mobile phone voice calls.First,this paper gives an overview of satellite communication technology and VoIP voice technology.Secondly,through the analysis of the requirements of the island users to design the architecture and function of the system,and to complete the over-all program.Then,calculate the performance requirements of the corresponding equipment,select and arrange the equipment.Finally,in order to facilitate the system administrator,this paper uses the third-party application API of the voice gateway,and uses the Java Script language to implement the island voice call information management platform.This paper focuses on the satellite communication system with the user "last kilometer" innovation,which provides a new way for the development of island communications technology,and makes up for island high communication cost in the past and the difficulty of decorate.The system this paper studies on,which through the corresponding improvement,can be applied to various fields of marine maritime affairs,and has a very broad application prospects.
