In recent years, with advances in information technology, the rapid development of wireless communication technology increases the shortage of the radio spectrum resources significantly. Because of the characteristics of flexibility, convenience and few restrictions, the radio resource, as an open resource, spreads so widely that resulting in an increasing number of harmful interference with the normal operation. On the one hand, to use the spectrum resources effectively, on the other hand, to shield harmful spectrum resources and ensure the healthy development of radio communication, it is an urgent task to establish a comprehensive radio monitoring management system.Firstly, based on the description of the history and the literature review of the state of the art about the radio monitoring management systems over the world, this thesis described the importance of the overall framework of the wireless monitoring system, as well as the importance of the task platform. Next, the three key technologies of implementing task platform were discussed in details, including multiple tasks execution with multi-thread synchronization technology, rapid and stable data transmission with SQLite database, and the data flow management via flow control technology. Then, the function modules and hardware parameters were designed by analyzing the functional requirements of the task platform. Furthermore, the design processes of eleven modules (main program module, module manager module, platform configuration module, log management module, the public function module, business parsing module, database management module, task detection module, network module, calculation module) were presented, and the database design were analyzed with entity ER diagram. Finally, the proposed task platform was verified to be sufficient for the requirements of the current customers based on the comprehensive function and performance tests, such as the task platform unit test, integration test, and stability test.Through parallel processing of the data from multiple monitoring equipment, according to command from the mission center, the task platform can provide full-time monitoring, real-time monitoring, and regular monitoring; achieve the goal of fast transmission, stable service, as well as convenient update and maintenance; build an efficient, stable and comprehensive radio monitoring and management system through cooperation with the clients; provide a solid foundation for the wireless data management and analysis.
