With the continuous improvement of Chinese government's fund and tax administration regime, the bidding management system has become increasingly fair and stringent. Because of its transparency, openness, fairness and other features, the bidding management information system makes the bidding process more standardized. As a result, the bidding information management system has become an indispensable tool in today's bidding process. The Bidding Management System has realized liberation of practitioners from the heavy manual operations. The whole tendering process is basically paperless, which not only helps reduce labor costs, but also contributes to environmental protection and energy saving. With the gradual development of the global economy and the internet, technology system provides a convenient and fast platform for the government with regard to the increasing demand of the control of the tendering information. At the same time,together with the development of China's economic globalization, demand for bidding/tendering practice by enterprises will experience steadily growth. In general, the market demand for bidding information management system keeps growing. It is necessary to adopt reliable and innovative information technology in order to develop bidding management system that satisfies the market today, and in the future.Based on current practice of a tendering company, the bidding management information system mainly consists of three modules, namely system management module, database management module, and the bidding management module. System management module comprises sub-modules such as system data backup, data recovery, user access management and user information management. Database management module usually includes sub-modules for information on pricing, bidding project, bidder, expert, and agency. Bidding management module's sub-modules ranges from information distribution, bidding process, and result setting management etc. In addition,bidding management system can also achieve other functions such as information release, edit, delete, inquiry, digital file transfer, storage and retrieval, enterprise and expert information, bidding records, evaluation records query and system setting.This paper describes the design and implementation of a tendering firm's bidding management system based on basic software engineering knowledge and actual business needs. The system is designed on J2 EE technology platform(B/S model, programmed in Java, assisted by Microsoft SQL Sever2012 database and UML tools), with the ultimate goal of a more convenient, more transparent bidding management practice. After system implementation, we conducted functional and performance tests first. The test results show that the bidding management system has achieved the functional requirements; and meet the needs of enterprise bidding management, with stable performance, which could be brought into operation.In conclusion, the implementation of bidding management system provides a more efficient and convenient way for tender management in the tendering company. The completion of the above system assisted the company to get on the fast track in the Internet Era, laid a solid foundation for future enterprise information architecture and carries immeasurable value and significance.
