With the development of information technology, the tax administration has gradually developed to the direction of information technology, the level of information technology affects the efficiency of tax work directly. In this paper, the ticket management system of Fujian Province local taxation bureau is designed under the background. The system manages the plan, lead, audit, newspaper cancellation, deactivated and volume void approval, destruction, to write off the loss, inventory, handing over, inspection and error handling, correct billing, accounting, archiving etc. The management is accurately, quickly and simply. Tax voucher includes collection book, tax revenue refund certificate, tax clearance certificates, stamp tax special tax certificates, tax ticket special stamp, tax generation custody of the special fund receipt, etc. It reflects the behavior of tax.The architecture is J2 EE, the develop language is Java language, the database is oracle. In this paper, the research background and significance of the system are analyzed, and the development status of tax information is analyzed. According to the function and performance requirements of the system, it selects the related technology and a framework of the system. In this paper, the system demand is analyzed. It includes 9 functional modules. Ticket printing management includes application, printing, storage, storage and correction. Ticket receiving management includes tax certificates issuing. Ticket using management is daily using management. Ticket reimbursement cancellation function is to achieve the collection personnel account for generating and processing tax levied units, withholding agent ticket reimbursement, ticket clerk for grass-roots collection personnel account, and the automatic generation of the branches for the table. The checking of the ticket management function includes ticket, ticket inventory audit diary. Query processing and reporting functions include ticket books business. The ticket management and maintenance functions include ticket transmation, ticket transfer, maintenance staff, maintenance of printing enterprises collect units with double ticket limit maintenance, withholding agent with double ticket limit maintenance, internal staff use double limit ticket information maintenance, maintenance etc.. The ticket query function includes ticket printed business inquiries. They are ticket printing management, ticket receiving management, payment management, ticket management, ticket node newspaper cancellation, the ticket check management, ticket books and statements, ticket & approval document, ticket query, ticket management maintenance. The business needs of the system are analyzed, and finally the use cases of the user are analyzed. The outline design includes the system architecture, users accesses ticket management system through user level, and then visits the specific business logic, database of information extraction in the process of business processing or data storage to the database, the data is stored and analyzed. The business relationship and the database table of the system of the system are designed. After the detailed design of the main modules, it is the flow chart, each module is described in detail. The interface is designed. After the design of the ticket management system the system is tested.
