Design And Implementation Of Tax Business Management Subsystem In Fujian Province

With mobile phones penetration and quick life pace, the use of short messages to enhance service means, service efficiency and effectiveness is becoming more and more widely. With the promotion of government service consciousness and service means, short message has been drawing government's common concern on its prominent advantages of instant time, low cost, interaction and automatic procession.With the continuous development of tax business, tax department undergoes a great deal of work, including tax inquiry, collection, business acceptance, complaint, tax reminder and tax administration, which take much energy and time by the current remind way of manual work or phone, while to set up short message platform based on current tax administration system can further optimize tax service, tax cost and tax efficiency.Firstly, this paper analyzes the construction background of Yongchun Local Taxation Bureau short message platform, defines the significance of developing the short message platform, expounds the research status at home and abroad, and determines the main research contents and the arrangement of this paper. Then it determines the business requirement, the core business process, the system function and the non-functional requirements of short message platform according to its system construction goal and demand analysis. The platform adopts J2 EE three-tier architecture technology to be the framework of overall system architecture design,then designs system's detailed function modules by the system's flow chart, describes system's main business data table, introduces several functions' implementation and its operation interfaces, and tests its function and performance finally.Based on the ORACLE database, the paper designs and implements tax short message platform under B/S Model consisting of short message management, system maintenance and query statistics function modules, and each function module has a number of sub functions. This short message platform can send messages by customized batch way, which abandons the traditional remind way to save tax cost,meets the demands of tax payers and tax collectors, thus it improves a lot taxefficiency, and promotes mutual harmonious relationship between taxpayers and tax collectors by providing more convenient and accurate service.
