Economic and social development have brought great changes with the rapid development of the computer technology, network technology and communication technology, so does the people's production and life style. One of the key information construction in China is the E-government, which is the important means and important way to the government administration office. Due to the constant construction and development of the E-government, the transformation of government functions and the administrative efficiency are increasing gradually. And the administrative cost is effectively saved. That further increasing the fairness, impartiality and transparency of the government management services. Under the background of the promotion of informatization, the major issues to the organization includes using information technology properly, doing a good job in cadres and personnel job scientifically and effectively, establishing a sound information management system, improving the management and protection mechanism and promoting the work of cadres and personnel management to a new level.In order to promote the information and network construction of the organization system, on the basis of the establishment of the cadre information, this paper tracks the performance and the history information of the cadres dynamically. At the same time, combing the cadre management and modern information technology to establish information resource, develop auxiliary decision support software on the business depth support, promote reform of the management mode and the connotation of cadres in order to provide powerful support for the reform of the cadre and personnel system of Dalian. The Organization Department of Dalian of the CPC and Peking University Software Engineering Development Co., Ltd. developed the Dalian cadre information management system together in 2008. In 2013, the 3.0 version was designed. Based on B/S architecture, Dalian cadre information management system V3.0 implement the centralized deployment of application systems and the whole cadres related data synchronization update. The V3.0 system also has upgraded the cadre information management from a single management to comprehensive management, from static management to dynamic management, from extensive management to intensive management, from local management to the transformation of the overall management mode.The paper mainly describes the following contents.1. Introduce the investigation and research on information situation of the Organization Department of Dalian of the CPC.3.
