Since the reform and opening up, the economic development of China has made remarkable achievements, the industry also get rapid development.Energy such as oil and coal which are the foundation of industry, have been playing an important role of the development of industry and the rapid and stable development of the economy.There are some problems such as the energy complex environment, big potential safety hazard, frequent operating personnel occupational disease existing during mining energy represented by oil and coal, which makes the frequent safety accidents,occupational disease increase year by year, and has brought the adverse factors to the economic and social stability. How to reduce the accidents during mining energy, protect safety and health of staff, have become the field which energy companies and related researchers are paying more attention to.During energy production and operation projects, there will be all kinds of harmful factors, if it is able to get effective identification, identification and elimination of these hazard factors, we could eliminate the potential safety hazard and damage to the workers health hazard in sizeable degree. At present, China's energy enterprises have certain deficiencies and defects from safety technology equipment to management system, from the enterprise safety management mode to the staff's own safety consciousness, it makes the ongoing problems such as safety accidents and occupational diseases, becoming the obstacle that baffles the development of enterprise and economy. To achieve safety and health of the mining process, we need effective management for a variety of harmful factors. At present, the application of related research is still in its infancy, cannot be comprehensive, scientific and effective management, make the management effect unsatisfactory, which can't solve the contradictions existing in current energy extraction.In this paper the process and the work characteristics of energy enterprises are analyzed, combining with the enterprise actual demand, the hazard factors integrated management system based on B/S model is designed and implemented. The system candefine and classify the dangers and harmful factors, formulate and analyze the formulation and management unit type, set up the risk evaluation model, implement the management of basic information and as a basis for hazard identification, examination and approval and then the evaluation and elimination. In addition the system can also manage various data of the hazard factors including copy, training, parameter and statistic of harmful factors,can be effective to identify and eliminate all kinds of risk factors. So as to eliminate the hidden trouble of the various safety and health hazards, radically reduce the risk of accidents and occupational certification, to ensure the stability of the enterprise and economic sustainable development.
