Design And Implementation Of A City's Governmental Basic Public Service Performance Evaluation System

At present, government basic public service performance evaluation has attracted the government's high degree of concern and attention, because the construction of government's public service is not only the basic work of the social construction with the focus of well-being of people which relates to the livelihood of the people, but also an important way to promote the control power of the government which is useful to implement effective social management and promote the social stability and development. Along with the rapid development of information technology and the successful applications in various fields, applying the information system into the evaluation of government's basic public services performance so as to realize the high efficiency, scientificness and justice of evaluation work, is not only a general trend but also reality needs.In order to meet the actual needs of government's basic public service performance evaluation of A city and to improve the efficiency of evaluation and the credible availability of assessment results, this dissertation developed a performance evaluation system based on Web which can support X city to evaluate it's subordinate counties' public service performance in a quick and convenient way with the help of advantageous technology and tools such as UML, Microsoft SQL Server 2008 and Microsoft Visual Studio 2010. The main work and results of this dissertation are as follows:(1) The theory and the practice achievement of government's basic public services performance evaluation and information system construction were studied in-depth, and the key technologies and tools involved in the development of this system were studied, in this way the theoretical and technological guidance to develop this system was determined.(2) The requirements analysis of government's basic public service performance evaluation of A city was studied deeply, including the business process and requirements, system's overall demand, functional requirements and non-functional requirements based on the detailed business analysis,established the system construction goal, construction principles, the main functions of the system, environmental requirements, performance requirements and efficiency demand.(3) On the basis of requirements analysis of the system, detailed design of this system was made, including the design of net architecture of the system based on B/S model, system overall framework and six function modules of this system containing system management, user management, performance evaluation and so on. Then the design of concept structure and physical structure of database was given based on Microsoft SQL Server 2008.(4) According to the detailed design of the system, the system is realized using C#. This system contain six functional modules in all: system login module can support user identity verification, improving the security of the system; user management module is to support administrators to add, delete users and manage users' basic information; announcement module is to achieve the announcement consult, release and management; index system management module can support administrators to add, modify and delete index; performance evaluation module can assess the basic public services performance according to the data which user inputted; results query module can support all types of users to query the results they need. After the implementation of the system, the system test cases were designed to test the system, and the test results showed that this system can basically meet the design goal.
