With the advance of our society, the mobile communication technology and Internet technology developed rapidly. What’s more, the number of mobile phones is increased rapidly year by year. It’s desperate for detective work to combine the navigation technology with the positioning based on the base station to complete related work successfully. Through positioning to the detailed location information of the criminal(the latitude and longitude coordinates), obtaining the corresponding path recommended service, track route information and so on to ensure the effective implementation of the detection technology, which will be one of the important means of completing related work by public security organs.In this paper, based on the Android client, the positioning technology based on the base station and navigation technology are combined to design the positioning and navigation system. In the process of system development, the requirement analysis, system design, system implementation and system testing are completed and the overall architecture, the analysis function and the equipment of software and hardware are also realized. The basic process is as follows: the process of overall architecture, the introduction of the corresponding technology and concept, the determination of hardware and software of the system, the system design is divided into the software and hardware, all the functions are realized through programming and the function and integration testing is conducted. Through these processes the positioning and navigation system based on the base station in Android client is implemented successfully. The functions of this system are as follows:If the mobile terminal user has a request to make a phone call or send information, the system can use SIM900 chip to get the location of the base station where the mobile terminal registers. In addition, the TOA(time of arrival) method is applied to obtain the location of the mobile terminal, which can get the latitude and longitude coordinates of the mobile terminal. And then transforming the latitude and longitude to the actual geographic information on the map through geographic information system and content provider. In addition, the user of this system can user this system to complete location service by inputting the target’s phone number. The final the actual geographic information is regarded as the destination to start navigation form the current location. The investigators can analyze the feasibility of simulative navigation according to the environment of the route and traffic congestion degree of the road. If feasible, the real time navigation can be conducted, including turning the corner and going through the streets. According to the planning route the investigators can conduct reconnaissance work.This article connects the base station positioning and navigation. On the base of positioning the mobile terminal, to planning route for public investigators. The investigators can click on the button of navigation simulation for analysis of the surrounding environment and the clear degree of the road to validate that whether the route is feasible or not. In addition, this article also corrects the deficiencies that the traditional navigation system must manually enter the destination. The use of base station positioning is regarded as preparation of navigation, so that the system can help the action investigation and check that whether the target location is changeable or not. If changeable they can always immediately replan the route. We should ensure the accuracy of target location, so that positioning and navigation system based on the base station in Android client can be ensured accurately.The experiments in this paper demonstrated that our system not only has better accuracy and lower cost in the process of using this system, but also been more friendly. In a word, this system can accurately locate to the position of the mobile terminal and planning route for public investigators, which have greatly assisted public investigators for their action reconnaissance.
