Book is a spiritual and cultural product, which possesses both the characteristics of spiritual and cultural properties of goods; and it also carries the mission of cultural communication, which needs to be recognized through market communication. In recent years, with the continuous transformation and upgrading of the publishing industry, the scale and output value has become a top priority. Specifically, there are many publishing companies excessive pursuit of economic efficiency, ignoring the quality of the book, which deviated from the nature and characteristics of the publishing industry, and resulting in social damage. Facing with the complex market environment, there is an urgent need for the publishing industry to find a balance between social and economic benefits.Firstly, based on the background analysis of domestic policy and publishing industry, this paper holds policy direction and industry demand; then use the literature research and case analysis on the publishing management departments and units, which have been developed and implemented social benefits assessment methods for in-depth analysis, to extract the assessment of the focus and important indicators; so as to draw the important indicator of the social benefit evaluation of publishing enterprises, which can provides a reference for the government management department and the publishing companies to formulate the social benefit examination method; at last, constructive comments for enhancing the social benefits of both government and publishing enterprises were proposed.
