The Design And Realization Of The Dynamic Monitoring System For The Rural Collective Funds, Assets And Resources

Construction the new socialist countryside is a major historic task in the process of modernization in China. Strengthening the construction of rural grassroots party style and clean government is an important measure to build the socialist harmonious society as well as a strong guarantee to promote the construction of new socialist countryside. The rural collective funds, assets and resources (CFAR) are known as rural collective funds, assets and resources, which are the achievements and wealth accumulated through villagers' hard work for a long time and should belong to all members of the village. The management of CFAR has always been a major and difficult problem in rural work, because of its strong policy-oriented nature, a wide range of work involved and large amount of work. It is a issue of general concern of the masses of farmers as well as a major issue affecting rural development and stability.Through the field survey and soliciting opinions from all sides, this research digs and analyzes the user demands of the monitoring of CFAR at this stage and designs and realizes the dynamic monitoring system of CFAR. The goal of the system is to realize the comprehensive and whole-process monitoring on budget and final account, funds, accounts, assets, documents, contracts, income distribution and other information as well as the centralized monitoring and real-time warning of rural financial accounting in order to improve the level of financial management and control, improve coordination efficiency, enhance the monitoring of all business processes and finally achieve the interconnection and sharing of information. So that the financial management of rural collective economy will be more standardized and orderly, the supervision will be more scientific and effective, the information publicity will be more real and transparent so as to promote the development of rural collective economy, to ensure maintenance and appreciation of values of rural collective assets, maintain rural harmony and stability and promote grass-roots democracy and finally achieve a new financial management model for rural collective economy with unified platform, unified standards, graded implementation, sound system, dynamic management, real-time monitoring and sharing of vinformation.In order to meet the management needs of CFAR at the current stage, this research takes the YONYOU U8 government software platform as the basis, improves the process, methods and modes of CFAR management and establish the dynamic monitoring system of CFAR. The system seamlessly connects the existing business systems and provides a comprehensive and entire-process dynamic monitoring on the budget, final accounting, funds, account titles, fixed assets, bills, contracts, income distribution and others, realizes the dynamic monitoring and real-time warning of management on CFAR, and promote the control efforts.
