The Construction Of Remote Village Management Information Service Platform Based On SaaS Model

Today it is a global information era, the main target is the construction of a new socialist countryside village and town. But the work is hard to finish its organization and administrative service, since the level of vast territory, quantity, big difference. The establishment of village's e- government system has been built for all rural grass-roots, to achieve the affairs of village informational arrangement in working and service, to achieve the affairs of government public and democratic management and focus on servicing the people, to improve the governing capacity of rural-grassroots government, to close the relationship between cadres and the masses. All of these measures are significant in promoting grass-roots democratic management.The article aims at the situation of Guangdong village's information resource construction, making an idea to promote informational arrangement and spread it with technology for the primary-level in rural areas. The idea introduces an integrated design and its implementation process of "a platform to remote the management of village affairs of information service by Saa S model", including database design, functional modules design, test and analysis platform content, etc.First of all, we proceed from the actual needs of village affairs to make an overall design for the platform. This platform is designed to take full consideration of system's scalability, reusing of resources, the costs of operation and maintenance and other factors. Through modular design can achieve a new functional module to dynamically extensible. Through the multi-tenant design can achieve software and hardware resources of reusing, and use its operation, management and maintenance resources to reduce efficiently the cost of Saa S application between town and village. Through centralized deployment can achieve data concentration in that lower the cost of implementation, post operation and maintenance.Secondly, it is based on the urgent situation of Guangdong village to address the needs of electronic information in village affairs and adjust multi-levels to integrated management. Applying the basics of Saa S model achieves collective economic organization, government management, financial management, asset management and other modules to get unified data management. Platform provides the registration of collective economic organization, resources and assets register, and make government affairs public and other functions. The platform is covering the daily management of rural collective assets, publicly traded, rural financial management, etc. All of these can provide village's situation for the higher authorities by tracing the affairs, gatherings and contracts, can be carried out stepwise statistical data and meta-analysis to let the overall process of rural village management to achieve the network, openness and transparency.Finally, the test platform is used to application testing. Platform mainly uses blackbox testing, setting up the relevance of test environment during the test. According to the actual situation to design the test cases for testing, we found out the test result is that the main function of the platform is running normally.This study establishes a platform of the Saa S model remote village affairs management and information service. The platform has been built in Guangdong Province to promote and operate. It realizes the remote management of rural village affairs, government affairs and democratic management, improving the level of information in rural Guangdong village management and grass-roots government's ability to govern, managing and promoting grass-roots democracy construction. The present study may also provide a reference to other rural areas about the management of village affairs.
