RCS(Radar Cross Section) is one of the most im portant and basic physical parameters among the infor mation of radar ta rget characteristics. Although the static measurement is widespread adopted as the method of measuring RCS, the result cannot reflect the dynam ic characteristics of target factually. S erving as a basis for the designing of radar system, the static data does not have high reliability. It is necessary to study the influence on detection induced by the characteristics of target dynamic RCS.The static and dynamic RCS of F-117 A were achieved by modeling. The different influences of detection induced by stat ic and dynam ic RCS were com pared with establishing the method of evaluating the detecting perform ance of fluctuating targets. The study includes three parts:On aspect of evaluatin g the d etecting performance of fluctu ating targets,(1) reviews the research achievements on typi cal distribution models and introduces the characteristic and correlation of them;(2) makes Goodness-of-Fit test on fitting results, pointing out why the nonparam etric method cannot use the G oodness-of-Fit. The selection principle of data segm ents is explained and the influence on fitting results of different segments are shown;(3) The m ethod of solving detecting probability of radar targets is introduced in detail both in theoretical derivation and approximate calculation. The formula of detecting probability of 2? distributing targets after pulse integration is proposed for the first time. The approximate fast arithmetic of detecting probability of the targets' with fluctuating models of first and second generation.On aspect of the influence of RCS to the detecting ability of radar,(1) proposes the method of evaluating the different influence of dynamic and static RCS to the detecting ability of radar by mean value and fluctuating loss;(2) makes contrasts of dynamic and static RCS on the detection power of radar and reaches on some instructive conclusions.On aspect of the im provement of measurement, the concept of region of interest(ROI) and its establishing m ethod are proposed, which makes describing the dynam ic characteristics of target by static m easurement possible. This m ethod can reduce the measuring cost while keeping the dynamic characteristic of data.This paper studies the influence of dyna mic RCS of the t arget to the detecting ability of radar by simulation, contributing to the evaluation of the real operatio nal capability of radar detecting system. Meanwhile, it has significant guiding meanings to the target shaping and radar system design.
