With the development of computer and network technology, computer network technology can solve the scientific computing and engineering calculation of huge data transmission problem, and the data transmission reliability and timeliness of computer network technology put forward higher requirements. Computer network technology in the application of seismic observation data transmission ratio is becoming more and more high, has a tendency to gradually replace the traditional seismic data transmission mode. So in order to improve earthquake monitoring network monitoring and network transmission ability, it is necessary to design a seismic station observation data integration, transmission and storage systems.The development of this system is based on open source JMS product ActiveMQ. ActiveMQ is a new framework for message transmission. It can realize the separation of message transmission, processing and storage, and enhance the code reusability and sharing. The seismic station observation data transmission and sharing platform based on Apache ActiveMQ stable commercial software as the core, to implement the observations of seismic stations integrated information transmission, processing, storage. It not only can ensure the availability of data, at the same time can guarantee data integrity and timeliness.This article firstly introduced the project background and the software design used in the process of knowledge: including the knowledge of JMS, ActiveMQ and its architecture, and the characteristics of XML etc. Then the system uses the basic steps of software engineering to make the overall design, detailed design and code implementation. Design by using the principle of the hierarchical design, in the process of the whole data transmission data sharing platform is divided into data acquisition and preprocessing layer, layer, transport layer and data storage and sharing data and then for each of these three modules in detail design.
