To satisfy the growing need of bandwidth, business, communication network is evolving towards a new generation intelligent IP optical network. Network observation and network management system has become a key research field of the new generation communication network. New generation observation and management system should be capable to run across different channels, different protocols, different devices and different terminals.Beijing Starpoint Commnucation Co.ltd proposed and established the Log Tracer Project according to the actual requirement of engineering practice. The author participated in the project and was in charge of the design of the whole system and the implementation of the Tracer application.At beginning, the thesis introduced the concepts and characteristics of intelligent IP optical network and traditional network management technologies based on SNMP. By analyzing the user scenarios of intelligent IP optical network survillence system, the thesis figured out the four key responsibilities of intelligent IP optical network survillence system. Then the thesis designed the open standard of data encapsulation and seesion workflow, and proposed the stream model of communication channel and its application. Based on previous achievements, the thesis then designed the architecture of the system and implemented it. Besides the architecture and implementation, the thesis analyzed the 8 key technique difficulties and their solutions. Finally, the thesis summarized the work of the project, and proposed the suggested the recommendation for future work.
