Along with the continuous deepening of market economic reforms after the reform and opening up, China ' s cultural market and cultural industry have been developing rapidly. Meanwhile, the complexity of the cultural market supervision and management has been gradually highlighted. On August 31, 2004, in order to better fulfill regulatory functions of the government and effectively maintain the prosperity and development of the cultural market, the General Office of the Communist Party of China and the State Council of the People's Republic of China transmitted the“Central Propaganda Department, Central Office, Ministry of Finance, the Ministry of Culture, State Administration of Radio, Press and Publication Administration, the State Council Legislative Affairs Office ' s Opinions on Building Cultural Market Comprehensive Law Enforcement Agencies in Comprehensive Cultural software Reform Pilot Areas” [ General Office of CPC [2004] No. 124) and launched pilot projects in nine areas, such as Beijing, Shanghai and Chongqing, which marked the full implementation of an all-around reform of the cultural market.In this paper, on the basis of the current situation of the comprehensive management in the cultural market, a GIS-based Cultural Market Management software was developed to achieve dynamic, grid and visualized comprehensive management of the cultural market. Moreover, business demands for the current cultural market management were analyzed in details, and the whole process to design a GIS-based Cultural Market Management software was introduced. This software is composed of modules, such as cultural market management, cultural heritage management, copyright management, supervision, enforcement and penalties and so on. The author used the software engineering method to design the overall framework of the system, determined the hierarchical model of the system, and focused on studying the management business process and geographical distribution of the cultural market as two core elements. In this paper, Geo Server was used as the Web GIS engine, and a perfect model for cultural market management business flow was designed. In addition, Normalized and standardized definitions were given to three kinds of cultural market tasks and the cultural law enforcement process.Non-spatial data was managed directly in MySQL, while spatial data was stored and managed through the MySQL Spatial Data Plug.In this project, the latest GIS technology was used to build a GIS-based Cultural Market Management System to achieve the integration of the cultural market management with GIS. Moreover, the mechanism of integrating graphics with documents and safety-controlling strategies were developed. The GIS-based CulturalMarket Management System was eventually built and applied in the Haidai District,Beijing to get good demonstration effects. This study has following innovation and contributions.(1) The existing cultural market management mode is improved. GIS technology is integrated with cultural market business to achieve dynamic, visualized and lean cultural market management and greatly improve timeliness and convenience of cultural market management.(2) Internet technology is applied to launch mobile law enforcement and cultural inspection, expand the application scope of cultural market and completely achieve paperless operation, thereby making cultural law enforcement more efficient.
