With today’s information explosion, the amount of information in the financial and stock markets was too large for human brain to handle. Based on the latest computer technology, quantitative investment system can realize the functions of data processing, data selection, data optimization, investment decision-making and so on.The design and development of "Star Radar" software is based on the needs of market.Much of the existing software learned from foreign patterns, some of which is not suitable for domestic financial market. Therefore, data mining should be founded upon “fully respecting the characteristics of the domestic market”. Because of its accurate grasp of the market, "Star Radar" software can guide targeted quantitative investment efficiently and objectively.The application program of "Star Radar" which based on Windows is developed using Visual C++ in this paper. With the computer, the main functions of the“investment decision-making in security market” can be realized, such as:classification of industries and concepts(considering the computational equilibrium),two-dimensional coordinate sorting and selecting, time and space comparison of quantitative species, running track record at different time, layer display of plate and stocks, zoom in and zoom out, optional interval of full range, right click amplification,fuzzy searching of species first letter, auto-refresh of instantaneous market every 15 seconds, snapshot refresh of demanded market every 10 minutes and so on. In order to solve the distribution imbalance of component stocks in different industries, big industries were divided by secondary classification and little industries were treated by big data-matching, and those having similar trends were combined. Big-data comparison and concept stocks reviewing were held monthly, the expired stocks and changed concepts were deleted. After data collation, there are 63 industries and 94 concepts. With Star Radar’s two-dimensional coordinate system, all varieties or species were displayed in a plane, so the strength and comparison of each industry can be seen at a glance and it is capable of making rapid trading decisions. Most of the code was developed by C++ language. For frequently called module, assembly code was used to achieve faster computing. The multi-thread technology, the memorydatabase technology, the market-wide push technique, algorithm with high compression rate and the fuzzy search algorithm were also used in the system. In the third chapter of the paper, some application examples of the “Star Radar” in domestic stock market were listed, such as concepts screening and selections of constituent stocks according to concepts or industries. The results showed that: the investment income through quantitative analysis of "Star Radar" system can win the market repeatedly and stably.The "Star" function of "Star Radar" has been developed completely, but its "Radar" function has yet to be further developed, "Radar" should be an early warning device. In the near future, "Star Radar" can not only meet the customer’s investment ideas and find the reasonable investment species for customers, but also achieve automatic warning according to the real-time changes of the market and considering all the other influencing factors. It can furthest and intelligently improve the user’s investment stability and scientific character.
