Research And Development Of Evaluation Method And System For Emergency Exercise Simulation

In recent years, emergency frequently happens, as a result, emergency management faces more severe challenge. Emergency exercise is a crucial component of emergency management. As a category of emergency exercise, emergency exercise simulation is highlighted because of its advantages. Exercise evaluation is a procedure which cannot be missed, it has great importance on discovering problems and improving response capacity. Based on dynamic table top exercise oriented emergency exercise simulation platform(EESP), this paper illustrates research of evaluation method for emergency exercise simulation and development of evaluation system.First of all, this paper proposes an index systems of exercise department and response command based on EESP. The index system of exercise department takes decision quality and decision-making efficiency into account. The index system of response command takes co-operation ability, decision result and decision-making efficiency into account. Secondly, this paper proposes a comprehensive evaluation method which is combination of systematic evaluation and evaluator evaluation, using messages as organization approach and linearityweighted-sum method. Using messages as organization approach guarantees full coverage of evaluation, also, it's most practical from system developer's perspective. Linearityweighted-sum method is well trusted, making it suitable for exercise evaluation. A combination of systematic evaluation and evaluator evaluation makes it possible to utilize advantages of different methods. This paper also designs and realizes evaluation system, which is a subsystem of EESP, based on the index system and method proposed. Evaluation system features dynamic comprehensive evaluation, traditional evaluation, parameter configuration, results display and exercise data display capabilities.By conducting research of evaluation method for emergency exercise simulation and realizing evaluation system, exercise procedure is complete. Comprehensive evaluation and data display capabilities of evaluation make up traditional evaluation's deficiency on qualitative analyses, improving the quality of exercise evaluation.
