Database Design And Research For Synchronization Of The AOC System

Air Operator Certificate(AOC) is the approval granted from a national aviation authority(NAA) to an aircraft operator to allow it to use aircraft for commercial purposes. According to the Annex 6 to the Convention on International Civil Aviation, all helicopter engaged in commercial operations are required to carry AOC and Operations Specifications(Ops. Specs)associated with aircraft type.Currently AOC & Ops.Specs change rapidly and the standards of Ops.Specs differ from countries.This has brought unnecessary costs to the Operators and is unfavorable to the supervision of the State of the Operator.Therefore,the 36 th Assembly in September 2007 proposed to develop an international register of AOCs(AOC system)that provides transparency to Contracting States of the validity and currency of AOCs and the compliance integrity of the relevant oversight authority.The system aims at implementation of a database by collecting the AOC and Ops.Specs from the States of the Operator and provision of unified and standardized report.Database is the the foundation and core of AOC system. The pros and cons of the database design will directly affect the quality and effect of the system.AOC system shares and exchages data with ARS and Doc 8585 system. So it is necessary to design the database and study data synchronization for AOC system.It analyzes data requirement, designs the function modules for AOC system and focuses on the database design.It also defines rules and methods of the XML Schema and construct XML Schema for the bulk upload at the initial construction of the system.It studies the theory and technology about heterogeneous database and replication,analyzes the principle and the pros and cons of synchronization scheme that major database manufacturers have provided.Based on the analysis and studies of XML and Web Services, it proposes a data synchronization strategy which is based on trigger and log table to capture the changed data, exchange the heterogeneous data with XML and transport data with Web Services.
