Study On Channels Of E-participation In The Field Of Guangzhou Urban Planning

The urban planning in China has taken a long time to take the elite planning, the top-down closed mode. Being lack of real sense of public participation, participating after the event is the main way, For example,the event of PX,Garbage incineration plant incident. It is difficult to eliminate the barriers between the political and civil. In recent years, the development of Internet and information technology has provided new opportunity that promote the range and depth of public participation. This promote social justice and democratic politics. E-participation has gradually become an important way for the government to carry out public participation. From telephone politics to website, from sms to social media, a multi terminal, multi contact electronic channel portfolio is providing the public to participate in the provision of efficient, convenient and sustainable development program.This paper focuses on how to improve the public participation in the breadth and level through the electronic channel optimization. Firstly, Further enrich the content of electronic participation. Secondly, establish electronic channels of participation. Thirdly, establish channel background decision-making model. In this research, we use the government response theory and the theory of participation in the theory analysis and empirical analysis, comparative analysis and qualitative analysis method. Guangzhou city planning to participate in the electronic channel analysis, summary of the existing problems and reasons. And combined with the successful case of the combination of electronic participation channels, the optimization strategy is put forward from the following aspects.
