The thesis studies the techniques in developing The Urban Public Participation GIS Platform (UPPGP), discussed how to run it, and produced a practical archetype system. The background is to construct a geospatial information service website, which name is Quancheng Jingwei. The website is to provide a developing expanding platform to share spatial information, and it can be developed and expanded. All urban information flows ordinal in this frame. Users can transport and release data, information through the UPPGP. This puts sharing and interaction of the spatial information. The UPPGP is the foundation frame of digital city.The thesis also gives a sample of UPPGP, which is The Quenching Jingwei geospatial information service system, http://www.qcjw.cn. The service for the public includes 10 special topic maps, multi-scale electronic maps, information based on streets, codes for the sorts the urban structures, etc. The system provides services through the internet using WebGIS. Many query methods is convenient to the user. The self maintenance and updating system was built for the enterprises. The manger can manage it remotely on the server in time. The electronic map covers 600 sq. km. urban area and 8,000 sq. km. County area. The DOM of the Jinan city can be spliced in the maps. The system has a high quality local name database.The thesis studies the key techniques on how to consummate the UPPGP, how to construct the databases, how to design the electronic map, and how to develop a system using WebGIS based on components.The thesis introduces the structure of the system, soft and hard ware.
