Recently, with the rapid development of port economy, in the use of process of port resources, because of lacking overall understanding of port resource information for managers, the planning for resource is not reasonable and the supervision missed in the process of using resource, instead of accounting, many of the less used are more widespread,it caused many problems of wasting a lot of resources, inefficient use and etc. which hindered the rational development of ports. Thus, how to fully grasp the information of port resource,how to achieve a reasonable and fine management for port resource, and how to intelligent dynamically supervise the use of port resource became mistreated problems for managers.Based on the current situation of port resource management,this paper analyzes the main problems of port resource using,and designs a port resource management system based on WebGIS.On the one hand,the system,based on the research and application of WebGIS technology, manages the port resources based data collection ? classification and visualization,to grasp the current situation of port resources;on the other hand, by means of layers contrasted and spatial analysis,abnormal conditions of the recognition of port planning and construction status, port management and business license to port, enhance the supervision of using port resource.The main research of this paper is as follows:1?The architecture and design of the port resource management system. In this paper,the problem of port resource monitoring and supervision is analyzed, and the overall architecture of port resource management system is designed.The system frame includesinformation gathering layer, data storage layer, application supporting layer and application service layer.2?Design the collection procedure and storage structure of port resources. Designed a set of data acquisition and transformation process in this paper,on the basis of port resource distribution status, extract, transform, and the convergence of the port resource information;in order to improve the efficiency of data acquisition, studied and designed the map vectorization process. Also for the management of port resources integration, dynamic management needs, design the storage structure of port resources, including spatial database and attribute database.3?The physical model of visual supervision for port resources is designed.Based on the analysis of port resource management requirements,design the port resource visualization supervision solution based on WebGIS.According to different technical,system design is divided into two parts to carry on,one part is restful architecture, the main achievement of the data and map service access function; another part is object-oriented, mainly to achieve on data and map display and interactive function. In order to meet the needs of the system display effect, electronic map comparison and selection is designed and map legend is designed.4?The implementation and verification of port resource management system based on WebGIS. Finally, the effectiveness and rationality of port resource management system based on WebGIS is verified by the actual operation of port resource management system in Jiangsu province.In order to guarantee the stable operation of the system, this paper also carries on the comprehensive test and the performance analysis to the system function.Based on the research of this paper,Jiangsu Port Resources Information Management System has been deployed and put into use. The system has played an important role in strengthening supervision of port resource, improving management efficiency of port resource and the scientific aspects of decision-making, also provides technical support for intelligent management of port. Design and implementation, proposed by this paper, has certain reference for the establishment of same system for other provinces and cities.
