With the launch of 4G technology, mobile internet is facing a new opportunity to develop its relevant industries. Meanwhile, as the main entrance of network, smart phone, with the advantages of portability and multifunction, will replace PC as the first choice for people to establish relationship and obtain service. With the surge to jump into Internet wave, the innovation-driven ideology of an enterprise will definitely promote its development and updates. In the meantime, ISPs focuses on the change of marketing mode to fetch the opportunity from the Internet. Marketing based on App has huge advantages of timely and precisely targeting customers, which has become a prevalent method of marketing for ISPs. Therefore, this paper, after reviewing large amounts of papers referring to REST-architecture Web, android OS and other theoretical disciplines, designs an App based on Android and REST-style API.This paper firstly focuses on introducing the basic theories including Android, REST and other Web development technologies. Secondly, through the analysis of current marketing modes and users' needs, the system architecture is established which is then divided into several functionally independent modules. Moreover this paper uses architecture technology to implement the REST-style Web service using JSON as the data format for interacting. On top of this, static structure diagrams, sequence diagrams and class diagrams of the system are modeled and a database model is extracted. In the last section, the difficult points in the process of implementing functions are described in detail including the method of realizing the REST-style web service, local database access, data interaction with the server, thread management, memory management and double buffering mechanism which is used in loading network resources.Marketing based on data-driven system and mobile network provides a user-centered marketing mode with precisely targeting customers and will, indeed, bring ISPs more convenience and high efficiency in promoting their service and products in the future.
