In recent years, with the development of the socialist countries to accelerate the pace of China's urbanization, the urbanization construction strides. With the aggregation of floating population in large cities, the information management of floating population has become an important part of the population information management of public security system. In contrast, the existing floating population information management system, the main work focuses on issuance of residence permit management.This model of management does not have the initiative to obtain information and the content of information constitute is single, can not develop the potential vaule in statistical work of the floating population information.Thus,It is urgency and has practical values to design and achieve a floating population application service system which can collect information automatic.Focus on the floating population information management in the presence of passive information collection, single, low efficiency, datas collection difficulties, lack of updating information and other issues, in this paper we first design and implement a floating population application service system based on Web service middlewave technology. The mainsubject of the system designed to achieve the following functional blocks:floating population information collection based on web service middleware technology, residence permit for floating population, floating population living information maintenance and system management.Secondly, in order to better integration of different sources of data, in this papaer design a data conflict resolve method based on rules and Markov chain. The experimental results show that this method has better accuracy and adaptability of collision detection.This paper design and achieve a floating population application service system use of MVC framework, and use B/S and C/S mixed service, this system can automatically collect the different structures population information to the system in demand, this not only can solve the current collection efficiency of floating population information collection faced the problem of low,but also achieve a effective solution to heterogeneous data collection, and has been affirmed by the vast number of front-line public security staff.
