British public service theory and exercise has been at the forefront across the world all the time, its development and policy hav e set a good example for other countries. Originated from the British Broadcasting Corporation(BBC), British public broadcasting has gradually improved after gone through a century of ups and downs. It combines the features of commercialization pattern an d government-fully-controlled pattern. It operates independently in business unit, under the guidance of related laws, regulations and charters set by the government or the parliament, and now has been the most influential public broadcasting pattern in th e world. It can even be regarded as a template for contemporary public media development. Scholars from all over the world have studied its structure from every aspect, exerting endless efforts to figure out the mature pattern theoretically and practically. British public media, represented by BBC which has impacted the development of public media in many developed countries such as East European countries, Canada, Japan, etcThe development of British public broadcasting has undergone creation phase, single monopoly phase, dual-track phase, and multi-level parallel phase. All phases are influenced by modern liberalism, British conservatism, British public service value, the development of new technologies and globalization. Its development includes basic elements, core elements and value elements, based on financial tools and independent management, secured by laws and regulations, emphasizing on the success operation whose operational body and pattern are dominated by government and non-government organization and following the neutrality and content diversity principles. Of course, It has been also questioned for its authenticity and did exist some problems like public trust crisis, contradiction between the elite and public market and the shortage of funds. Therefore, it is important for it to convert pressure into motivation, take advantages of new technologies and new medium, and pave an innovative developing path for better improvements. In addition, British public media set a good example for current Chinese public media construction in terms of public media development value, enhancing the credibility of public media, and correctly handle the relationship between public media and industry development.
