The Analysis Of The Achievement And Contradictory Problems Of The BBC's Public Broadcasting System Reform

Since 1980's , BBC has carried on drastical reform. As the largest and most influentialpublic radio and television in the world, BBC's reform didn't proceeded by itself. However itwas done under the background that the entire media industry made swift and violentdevelopment and significant pattern adjustment. In the condition of the media privatizationtide engulfing the entire world, and the whole public television system experiencing crisis,BBC carried out the reform along with other countries of the Europe which focused oncommercial tragedy. This paper analyzes BBC's reform from two sides: the internationalbackground and the domestic background. The emphasis of the research is put on theachievement and contradictory questions. BBC's reform includes commercial managementstrategy, digital strategy, organization reform and the strengthened media service idea and soon. The series of reform made up for the public fund, caused BBC to occupy a collapsing inthe digital media market and promoted the BBC's international competition andwell-knownness. But the BBC's commercial reform has also initiated many contradictoryproblems. Under the support of licence fee and the government subsidizes, the public suspectthat BBC's business dealing has departed from the ancestor which serves for the public .Thecommerical televisions condemns BBC carries on unfair competition. At the end of 2006,BBC will face the new turn of special permission certificate. The English government's mediapolicy directly relates to the BBC's future. We don't know whether BBC will supervise thegovernment continuously .We also don't know whether it will holds the two big flag——"democracy" and"supervision". These questions attracts worldwide attention. In the end thepaper mentions BBC reform can give some reference and enlightenment to the Chinese TVsystem reform .
