Now a days, as the mobile communication industry grows quickly, the number of global mobile phone users continues on a fast-paced trajectory, mobile Internet has become an important means for people to obtain information and communication. As the smartphone users continues to increase, a growing number of Internet customer complaints will make mobile communication industry operators are under pressure and challenges.3 main challenges emerged in the process of addressing customer complaints:identifying customer complaints, reproducing the complaints and recreating the messaging at the time of complaints occur.This article, based on the analysis of current status, root cause and existing solutions on complaints being processed by mobile communication industry, in working with TD mobile device sales strategy from China Mobile, plans to establish a complaint handling system that is suitable for mobile providers, in order to reduce the rate of customer complaints, while increase the insights of mobile internet usage, customer satisfaction and download speed of TD mobile devices'internet service.1) Studied mobile data complaints current status, root cause and existing solutions, analyzed system data collection, the needs of expandability, the possibility of upgrade and security, as well as studied the technology for the system.2) Based on mobile network operator's current equipment and geographical needs, the article proposes solutions for data collection and software architecture, as well as detailed description of each key component. The system includes Complaint handling, Network quality monitoring, alarm and system management.3) The article then establishes a network quality monitoring system to monitor the customer perception of mobile internet service. The system finds potential issues from digital network data, provide in-depth analysis of digital network service performance, quickly identifies the issues that impact network performance, enables to optimization of network performance for different geographical locations, recreate and analyze the messaging history for GPRS customer complaints, and at last to reduce customer complaints and increase the customer perception and satisfaction.The article will then test the proposed the system, convenient managers monitor the network performance,address issues and provide solutions for optimization. Based on the test result, the article will examine the effectiveness of the proposed evaluation system.In view of the business requirements of Shenzhen branch of China Mobile, this paper carries on the design system and research related technology, the system has scientific significance and practical value.
