In the mobile communication network operation and maintenance work, the network optimization plays a decisive role. From the moment the completion of the network since the beginning of the network optimization. It contains many aspects, such as wireless network optimization, core optimization, transport optimization. With the advancement of mobile network technology is constantly evolving. Due to the ever-changing network equipment, increasing the number of network users, mobile networks have had huge amounts of data all the time. Features can be said that the era of big data in the mobile communications field reflected most vividly. In this context, data mining technology and network optimization combine emerged. Intelligent network optimization method based on data mining greatly conforms to the trend of the times, more and more prominent role in its network optimization work.This paper relies on China for a local network operators to assess and diagnose project to practical application as a starting point and end point, aims to combine the data mining technology and web-based end-user perception of assessment methods to realize the mobile communication network quality assessment.
