A Development And Implementation On The Monitoring System Of Securities Companies' Compliance Management And Risk Control

At present, the main method for China's regulatory authorities to management compliance and control risk of securities company is as follows:Firstly, the report submitted by the securities company or the data of the securities company's compliance and risk control system is analyzed, and then the corresponding conclusion is drawn by the supervision department. This method has the defects of complicated operation, not timely monitoring, and poor effect.In this paper, some information technologies are used to connect the compliance management and risk control monitoring system of regulatory authorities with the compliance management and risk control monitoring system of securities company, then, relevant information was collected automatically, the securities company compliance management and risk control situation was monitored in real-time by the supervisor of the joint system. And then, the joint system alarm automatically while the level of the compliance risk is higher than the warning value. At last, the joint system generates analysis reports and submits to supervision department automatically. This method makes compliance management and risk control of China's securities industry achieve systematization which strengthens stability of compliance management and risk control of securities company as well as improves efficiency of compliance management and risk control of supervision department. This method promotes the securities industry to improve compliance management and risk control level continuously. During the study, the comparative analysis, normative analysis, empirical analysis were used to analyze the situation of China's compliance management and risk control. Then, according to the conclusions above, we design and develop the joint system of compliance management and risk control. The joint system at the front WEB uses the MVC design pattern combining with WEB services to realize remote access to information. Application server of the joint system uses SOA architecture, which supports.NET client and the client browser. Data layer of the joint system uses the Mysql database which was easy to use and has high level of security. The joint system design is a set of scientific and reasonable solution.The system has three important innovations:first, standing on the perspective of regulatory authorities, the system enables to collect valuable information, monitor securities company's compliance and risk situation, alarm and generate reports automatically, which achieves a important breakthrough in the use of information technology to strengthen supervision of compliance management and risk control. Second, the joint system uses SOA architecture, which has a better scalability, is easy to carry out the rapid expansion of new functions and to realize secondary development. Third, the system makes compliance management and risk control of China's securities industry achieve systematization which strengthens stability of compliance management and risk control of securities company as well as improves efficiency of compliance management and risk control of supervision department. At the same time, the system strengthens communication and exchanges of regulatory authorities and securities company, makes the compliance management and risk control realize systematization. The results of this research will have a significant effect on regulating the business development and controlling the risk of securities companies, and it is of great significance to the securities industry compliance management and risk monitoring in China.
