With the wide range of applications of computer science and gradual deepening of scientific research on personnel management, personnel information management systems have become an irreplaceable part of the standarded and scientized management in order to adapt to the needs of modernization and standardization of constrcting institutions? management systems,. Traffic institutions, in this context, are in the pressing demand for developing personnel information management system to fit their management requirements, substute the tratitional treatments in personnel resources management in Hunan High-speed Units, and improve management efficiency, which are the purposes and significance of this article.Based on the research status quo of personnel information management system, this paper designed and implemented a set of personnel information management system in order to meet the actual needs of Hunan High-speed Units This paper includes four parts: first of all, the background and significance of the paper were described, the structure of the paper were introduced, and three lightweight J2 EE framework: Struts2, Spring, and Hibernate,(SSH) were studied and analyzed. The paper also summarized the advantages and methods in use of SSH framework technology and determined personnel information management system construction policies and the overall architecture of choice. Secondly, system requirements analysis was performed, including system functional and non-functional requirements analysis. Then, on the basis of system requirements analysis, personnel information management system was designed, which included overall design of the system logical architecture and physical architecture; the detailed design of the system function modules, and design of systems database analysis. Last but not least, designed personnel information management system was implemented and tested, all personnel management modules, training man agement module, recruitment management module, payroll and performance management module and system management module were implemented. The System allows the unit relevant departments to handle user danamic behaviors timely and precisely, and provides support for personnel information allocation and decision-making. At the same time, it reduces the working intensity of Human resource department, as well as improves the operational efficiency of the whole government units.
