In recent years, the government attaches great importance to the construction of land and resources information, after the construction of Digital Territory and the soil engineering, the establishment of the single situation of mine administration business management informationization is nearing completion. However, the information management of mine political business has not been fully implemented, and the application of information technology and management is not universal. This is because the former mining administration information construction is reflected in a single business, the data does not have the integration of the standard management,the data between different business information can not be closely connected. With the development of the times, the situation of information construction in the past can not provide a strong support for the most current reform and management. And "a map" project will be a good combination of data from all aspects, to build an integrated platform for information technology, on the basis of the development of the mineral resources management system is relatively high availability. In order to meet the needs of users at all levels of Hebukesaier County Land Resources, the Bureau of land and resources to meet business practice to design and develop the management system of mineral resources, with the completion of construction of comprehensive supervision system of land resources " a map " project of Hebukesaier county.In accordance with the principles of standardization, openness, security, resource sharing, etc., overall consideration such as system requirements, business requirements, security requirements, performance index and technology roadmap, this article proposed an architecture of mineral resource management system under the model of "one map", designed database and the main business functions of the system, after investigating the management of mineral resources of Hebukesaier County Land Resources Bureau. For future system expansion or the merging of other "one map" platform subsystem, the system established the user rights management module, the custom mechanism of the business process and the form.This article discussed the domestic and foreign research status from four aspects:mining administrative management, E-Government, geographic information andinformation construction of mine administration. It analysised actual operation flow,system requirements. Then it designed both the framework of mineral resources management system and the details of database architecture such as element classification and coding, data loader flow. According to the system architecture it developed mineral resources management system under B/S mode in.NET environment and did the system text.
