From the middles of 1990s, domestic Office Automation (OA) application system has develop rapidly. Web technique is the most far-ranging application development technique in the Internet, the second generation of OA system characterizes itself with network technology and cooperation work technology. It is a stringent task to build a steady, secure, easy and appropriative OA in information structure for CAPF of yili xinjiang. J2EE, which is presented and established by SUN Micro System Company, is the specification of a computing platform for distributed components based on Java technology.This thesis introduces the technology of Office Automation System and J2EE which is the most popular specification of distributing application. The demand for developing OA system of yili xinjiang and how to implement it are discussed.The paper describes the design of JOAS (java OA system) for CAPF of yili xinjiang. This system is constructed in Client/Browser/Server/Database four-tier architecture. Compared with B/S three-tier architecture, the Web Server is divided into Show Layer and Operation Layer, this facilaitate system modular design and maintenance. Jsp, Servlet and JDBC technology are employed in developing this System. The emphases of developing and design are RBAC, PKI and WorkFlow Engine. Model of RBAC and security system based on PKI for every computer and every people are designed in this paper.The innovation of the research is appling J2EE Platform replace the traditional technology, such as Domino/Notes. The system is designed in B/S four-tier architecture, and using EJB technology in design the important module, it is helpful in improving the smartness, expansibility and efficiency. It is truely security accessing that Model of RBAC combined with structure of YiLi Xinjiang CAPF and security system based on PKI are designed in this OA system.
