With the improvement of economic and social development level, the people increasingly improve the demand for material and cultural life level. In today's materially rich life, people give more care and attention to the environment. They yearn for the fresh air, safe drinking water and excellent ecological environment. Taiyuan City Environmental Protection Monitoring Center is mainly responsible for the key areas and key pollution factor monitoring work, mainly providing protection for the environment data automatic collection, transmission, processing, analysis and rapid response in the integration of service work as well as constructing and using air, water and pollution sources monitoring system.The thesis introduces the research and development process of Environment Monitoring System of Taiyuan. Combining the theory of Software Engineering Knowledge, The thesis has a standard description of the demand by adopting UML and detailed design for each function module, the software system framework, network serious polluters and data model. Combining the system design, The thesis, The thesis illustrates the code implementation, standard testing for system function and whole life cycle of software system development. The system implements air quality monitoring, pollution sources monitoring, query statistics, system settings and user management. By meeting the specific needs of daily work, the system improves the efficiency of environmental protection management work.The thesis focuses on illustrating the environmental monitoring system. Through B/S three layer architecture, with the method of modularization management, we construct the Environmental Monitoring Management System preliminarily, complete the analysis, design, implementation and testing of Taiyuan Environment Monitoring System based on B/S structure and sum up the development process and prospects the future development direction.
