During the reform of Chinese electricity system, the normalization, high efficiency, and the agility of electricity is becoming the important working direction of Chinese grid reform. There are some power consumption abnormalities because of the line aging, instrument fault, and the malicious behaviors. When the abnormalities happens, if the treatment means are not put on the phenomena in time, there will be some interference on the consumers, which the grid causing a big loss on economy and the safety.Firstly, this article introduced the background, the research meaning of the system, and the software technology and the electricity technology which are used in design and development. Then this article analyzed the design goals and proved the practicability. With the part of the system into four models, which are designed for collecting the data, analyzing the data, alerting faults, and maintenance the system, this article modeled the system with using case diagram and data flow diagram. While designing the system, this article made a preliminary design from physical structure and logical structure, made a specific design on the four models, and modeled the database with E-R chart and data dictionary. After realizing the system, this article designed some test cases to make black box test and white box test.The rate of finding abnormalities and automatic alarm is 100% after the system put into using, and the system has help engineering technology people solve the abnormalities and speed the process. Meanwhile, this system has record the phenomena and the time of fault elimination, which give a support on correcting the counting of loss of electricity enterprise.
